LCW 3/10/27 A Guide to Implementing Public Employee Discipline

This practical “how to” workshop is for supervisors and managers who face the challenges associated with disciplining public employees, and who need to know:

When an employee has a right to a “Skelly” notice and a “Skelly” meeting.
When to conduct an investigation and whether there is sufficient evidence to proceed with discipline.
How to determine the appropriate level of discipline.
How to prepare a detailed and complete “Skelly” letter or Notice of Intent to Discipline.
How to conduct a Skelly meeting or conference; and
How to prepare the Final Notice of Discipline and assist your agency with the post-disciplinary appeal process to best assure a successful outcome.

In this workshop, you will learn: whether to proceed with discipline, and if so, what level of discipline is most appropriate; how the Skelly process works; and how to assist your agency with that process. The workshop format includes discussion and assessment of typical discipline scenarios, case studies, and includes a comprehensive workbook.
